Early Childhood Home-based Programs and School Violence: Evidence from Brazil

Resumo
This paper evaluates the impacts of Brazil’s Better Early Childhood Program on violent behavior of elementary school students. The program is an initiative consisting of home visits to families with children in early childhood, and it is carried out in the state of Rio Grande do Sul. To identify the causal impact, we explore the variation between schools with potentially treated students and the municipalities that implemented the program over the years. Our results suggest a reduction in verbal or physical abuse and theft or robbery by more than 5 percentage points in schools with treated students. For ‘attack or threat’, we found evidences that the program effect is about 10 p.p. Also, there is evidence that the effects are higher in cohorts of children participating in the program up to the age of three, which means that early years interventions can be an effective policy to reduce school violence.
